[02.09.2021] The ENPOR Policy Forum Discussed First ENPOR Results

The ENPOR Advisory Board came together to review and give feedback on the first outcomes of ENPOR’s work and gather their perspectives on improving policies around Europe for a just transition and alleviate energy vulnerability on 2nd of September 2021. The Policy Forum serves to foster exhange and awareness raising for the problems and good practices associated with the identification of energy poor households in the private rented sector, and understand the challenges and work together towards solutions of energy poverty issues in long term legislative and infrastructure planning. The Forum participants provided feedback on state-of-the-art progress through sharing of scientific knowledge and synergies, the event was an opportunity to engage and learn together.

The EU estimates that due to the COVID crisis medium-income households might be at increasing risk of facing energy poverty  in  the  near  future,  as  already  today  the  majority  of  households  affected  by  energy poverty  are  (lower)  middle-income  households.  The European Green Deal recognises the importance of not to leave EU citizens behind in the race to reduce emissions.  At this time we were interested to learn the perspectives and considerations related to the first set of general solutions outlined in our analysis and presented our first research results together with an update on the methodology of the REACT Groups. Furthermore were were interested to learn the position and suggestions of the experts and policy-makers on the possibilities and challenges of the European Green Deal, in particular the Fit for 55 Package.

About the Advisory Board

The Advisory Board shall meet twice a year to mainstream the ENPOR results into EU policies. ENPOR partners support the national and regional governments in Germany, Greece, Estonia, Italy, Croatia, Austria and the Netherlands to adapt ten existing policies for the private rented sector. This support started by the analysing best practices, structural factors and conditions for such policies. The barriers and challenges faced by the policies in the ENPOR countries are currently being investigated through the Regional Action Groups (REACT Groups). In parallel possible legal or market related obstacles shall be identified for each. Identified policies will be fed to the Energy Poverty Dashboard, an interactive online tool. The Advisory Board was established to support this plan on policy design improvements by including considerations on critical issues for tenants and property owners through the Policy Forum events, as well as gender issues that can influence the outcomes of these policies.

This meeting is followed up by the Energy Poverty themed Workshop under the Covenant of Mayors’ umbrella during the Climate Alliance International Conference 2021 on the 9th of September 2021 that is being organised in collaboration with Energy Poverty Advisory Hub. ENPOR co-organises this event and will be represented by Florin Vondung (Wupperthal Institute) in collaboration with Ms Marlene Potthof, Head of Programme, explaining the development of the Stromsparcheck measure.
